An apostille is a certificate from the Texas Secretary of State that makes a Texas document valid in another country. If the document needs notarization first, the notarial certificate has to be right before the state will issue the apostille.

Why documents get rejected
A non-recordable document only becomes apostille-eligible if it carries a correct Texas notarial certificate with seal, signature, and date. If the certificate is missing, incomplete, or attached incorrectly, the state rejects it.
That is why the first step matters. The goal is not the cheapest stamp available. The goal is a notarized document the Texas Secretary of State can accept without sending you back to start over.

The Texas Secretary of State is the only body that can issue an apostille. No notary issues one. My role is to get the document and filing package in the right condition for the state to process.
